SIRSA DEMANDS BHARAT RATNA FOR MARSHAL OF INDIAN AIR FORCE ARJUN SINGH

New Delhi, September 17 : The Delhi  Assembly MLA and General Secretary of Delhi Sikh Gurdwara Management  Committee (DSGMC) S. Manjinder Singh Sirsa today urged President and Prime Minister to give Bharat Ratna award, highest civilian award of Republic of India for Marshal of Indian Air Force Arjun Singh.

       In separate letters written to President Mr. Ram Nath Kovind and Prime Minister Mr. Narinder Modi, S. Sirsa said that there is no parallel of achievements of Air Chief Marshal Arjun Singh who was India's only five star General.  He said that though the nation has awarded him Padam Vibhushan, but it was right time to bestow him with Bharat Ratan posthumously. He said that though it was needed when he was alive but now awarding him with the highest civilian award will be a true tribute to his contribution for the nation.  PR

ISSUE OF PRESERVATION OF GURDWARA SAHIBAN PRESIDENT RAM NATH KOVIND DIRECTS SIKKIM GOVERNMENT TO TAKE ACTION

New Delhi, September 17 : The President of India Mr. Ram Nath Kovind has directed Sikkim  Government to take action for preservation of Gurdwara Sahiban  in the state. Recently Delhi MLA and Delhi Sikh Gurdwara Management  Committee (DSGMC) General Secretary S. Manjinder Singh Sirsa had met him on the matter and urged him for directing state government to  save the Gurdwara Sahiban.

       In a communiqué sent to S. Sirsa,   Mr. J.G. Subramanian Deputy Secretary of the President Mr. Ram Nath Kovind told him that the Chief Secretary of Government of Sikkim has been asked for appropriate attention in the matter. Thanking President Mr. Kovind, S. Sirsa said that he was thankful to the President for taking quick action in the matter as this was a very sensitive issue concerning the Sikh community. He said that it was a matter of faith, sentiment and emotions of the members of sikh community as the Gurdwara Sahiban were historic and directly associated with the first Sikh Guru Nanak Dev ji. He said that country was witnessing a new era of quick decision and President has taken a new initiative in this direction.

              It is worth mentioning here that S. Sirsa had met President a week ago and had urged him to save Gurdwaras situated in Sikkim which are in danger of facing extinction due to action of the local authorities. He had brought to his notice that the existence of Gurdwara Gurudongmar Sahib & Gurdwara Chungthang Sahib in Sikkim are in a great danger as the office of Sub Divisional Magistrate, Chungthang, North District Sikkim had issued a letter on 01-09-2017 regarding the verification of claims made regarding encroachment and illegal construction by Chungthang Gurdwara. He had also told him that earlier Gurdwara Gurudongmar Sahib was in target where Saroop of Sri Guru Granth Sahib Ji and other religious scared books were forcefully evacuated by administration Sikkim Government and local people of Sarv Dharma Sthal in which Hon'ble Supreme Court of India has granted status of quo in demolition of the said Gurdwara. This unpleasant incidents hurt the sentiments of the Sikh community worldwide as these both are historical Gurdwaras and witnessed to the visit of First Sikh Guru Sri Guru Nanak Dev Ji in the 15th century while returning from Tibet.  

S. Sirsa had also briefed history of the visit of Guru Nanak Dev ji in Sikkim where Sri Guru Nanak Dev Ji was requested by the Local people of Gurudongmar lake, to help them to make the frozen lake, a source of drinking water during the winter period. On the request of the local people, Sri Guru Nanak Dev Ji touched a part of the lake with a stick (Daang) making the lake free of snow throughout the year. A Gurdwara was constructed in the eighties to commemorate Sri Guru Nanak Dev Ji's visit to the people. Later on, in the year 1997-98, an Indian Army regiment of Sikhs located at Indo-China Border after learning that the place has been visited by Sri Guru Nanak Dev Ji, they further developed the Gurdwara Sahib at the site and since then, the affairs of the said Gurdwara Sahib were being managed by the devotees of Guru Sahiban.  PR

15 ਸਤੰਬਰ : ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਅਤੇ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਵਰਗੇ ਸਿੱਖ ਸੰਗਠਨਾਂ ਵੱਲੋਂ ਕੀਤੇਜ਼ੋਰਦਾਰ ਵਿਰੋਧ ਤੋਂ ਬਾਅਦ ਕਰਨਾਟਕਾ ਸਰਕਾਰ ਨੇ ਸਪਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਉਸ ਵੱਲੋਂ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੇ ਮੈਂਬਰਾਂ 'ਤੇ ਉਹਨਾਂ ਦੇ ਧਾਰਮਿਕਚਿੰਨ• ਕ੍ਰਿਪਾਨ ਪਹਿਨਣ 'ਤੇ ਕੋਈ ਪਾਬੰਦੀ ਨਹੀਂ ਲਗਾਈ ਗਈ।

ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਸ੍ਰ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਕਰਨਾਟਕਾ ਸਰਕਾਰ ਨੇ28.8.2017 ਨੂੰ ਇਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਸੀ ਜਿਸ ਰਾਹੀਂ ਉਸਨੇ ਬੰਗਲੌਰ ਸ਼ਹਿਰ ਵਿਚ ਹਥਿਆਰ ਨਿਯਮ 2016 ਦੀ ਧਾਰਾ ਤਹਿਤਹਥਿਆਰਾਂ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਸੀ। ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਦੀ ਬਦੌਲਤ ਇਹ ਪ੍ਰਭਾਵ ਗਿਆ ਸੀ ਕਿ ਸਿੱਖ ਭਾਈਚਾਰੇ ਲਈ ਕ੍ਰਿਪਾਨ ਪਹਿਨਣ'ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਗਈ ਹੈ।

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਕਰਨਾਟਕਾ ਦੇ ਗ੍ਰਹਿ ਵਿਭਾਗ ਦੇ ਡਿਪਟੀ ਸਕੱਤਰ ਕੇ ਚਿਰੰਜੀਵੀ ਵੱਲੋਂ 14 ਸਤੰਬਰ ਨੂੰ ਸਪਸ਼ਟੀਕਰਨ ਜਾਰੀ ਕੀਤਾ ਗਿਆਕਿ ਇਹ ਖਦਸ਼ਾ ਪ੍ਰਗਟਾਇਆ ਜਾ ਰਿਹਾ ਸੀ ਕਿ ਕਰਨਾਟਕਾ ਵਿਚ ਸਿੱਖਾਂ ਦੇ ਕ੍ਰਿਪਾਨ ਪਹਿਨਣ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ  ਹੈ, ਜੋ ਕਿ ਗਲਤ ਹੈ।ਪੱਤਰ ਵਿਚ ਸਪਸ਼ਟ ਕੀਤਾ ਗਿਆ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿਚ ਸਿਰਫ ਤੇਜ਼ ਧਾਰ ਹਥਿਆਰ ਤੇ ਮਾਰੂ ਹਥਿਆਰਜਿਹਨਾਂ ਦੇ ਬਲੇਡ 9 ਇੰਚ ਤੋਂ ਲੰਬੇ ਨਾ ਹੋਣ ਤੇ 2 ਇੰਚ ਤੋਂ ਜ਼ਿਆਦਾ ਚੌੜੇ ਨਾ ਹੋਣ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਹੈ ਤੇ ਇਸ ਵਿਚ ਘਰੇਲੂ,ਖੇਤੀਬਾੜੀ, ਵਿਗਿਆਨੀ ਤੇ ਉਦਯੋਗਿਕ ਵਰਤੋਂ ਵਿਚ ਆਉਦ ਵਾਲੇ ਹਥਿਆਰ ਤੇ ਜੀਵਨ ਰੱਖਿਅਕ ਹਥਿਆਰ ਤੇ ਮਸ਼ੀਨੀ ਜੋ ਹਥਿਆਰ ਬਣਾਉਣਲਈ ਵਰਤੀ ਜਾਂਦੀ ਹੋਵੇ ਉਪਰ ਕੋਈ ਪਾਬੰਦੀ ਨਹੀਂ ਲਗਾਈ ਗਈ। ਇਹ ਵੀ ਸਪਸ਼ਟ ਕੀਤਾ ਗਿਆ  ਕਿ ਕ੍ਰਿਪਾਨ ਜੋ ਕਿ 9 ਇੰਚ ਤੋਂ ਲੰਬੀ ਨਹੀਂ ਤੇ2 ਇੰਚ ਤੋਂ ਜ਼ਿਆਦਾ ਚੌੜੀ ਨਹੀਂ ਉਪਰ ਹਥਿਆਰ ਨਿਯਮ 2016 ਦੇ ਤਹਿਤ ਕੋਈ ਪਾਬੰਦੀ ਨਹੀਂ ਲਗਾਈ ਗਈ।

ਸ੍ਰੀ ਸਿਰਸਾ ਨੇ ਹਿਕਾ ਕਿ ਉਹ ਕਰਨਾਟਕਾ ਸਰਕਾਰ ਦੇ ਧੰਨਵਾਦੀ ਹਨ ਜਿਸਨੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਲਈ ਸਪਸ਼ਟੀਕਰਨ ਜਾਰੀ ਕੀਤਾ ਹੈ ਕਿਉਂਕਿਇਸਦੀ ਬਦੌਲਤ ਸਿੱਖ ਭਾਈਚਾਰੇ ਵਿਚ ਵਿਆਪਕ ਰੋਸ ਦੀ ਲਹਿਰ ਫੈਲ ਗਈ ਸੀ। ਉਹਨਾਂ ਿਕਹਾ ਕਿ ਬੰਗਲੌਰ ਹਵਾਈ ਅੱਡੇ 'ਤੇ ਸਿੱਖ ਮੁਸਾਫਰਜੋ ਕਿ ਅੰਮ੍ਰਿਤਧਾਰੀ ਸਨ, ਨੂੰ ਜਹਾਜ਼ ਵਿਚ ਸਵਾਰ ਹੋਣ ਤੋਂ ਰੋਕਣ ਦੀ ਘਟਨਾ ਨੇ ਵੀ ਮਾਮਲੇ ਨੂੰ ਹੋਰ ਉਲਝਾਇਆ ਸੀ। 

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹੁਣਜਦੋਂ ਸਰਕਾਰ ਨੇ ਸਪਸ਼ਟੀਕਰਨ ਦੇ ਦਿੱਤਾ ਹੈ ਤੇ ਉਹ ਆਸ ਕਰਦੇ ਹਨ ਕਿ ਅਜਿਹੀਆਂ ਘਟਨਾਵਾਂ ਭਵਿੱਖ ਵਿਚ ਨਹੀਂ ਹੋਣਗੀਆਂ।

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹਮਾਇਤ ਲਈ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੇ ਮੈਂਬਰਾਂ ਤੇ ਮੀਡੀਆ ਦਾ ਵੀ ਧੰਨਵਾਦ ਕੀਤਾ।   PR

KARNATAKA GOVERNMENT WITHDRAWS BAN ON KIRPAN FOR SIKH COMMUNITY

THANKFUL TO KARNATAKA GOVERNMENT FOR CLARIFYING ORDER : MANJINDER SINGH SIRSA

       New Delhi, September 15 : After the strong protest lodged by the sikh organizations including Delhi Sikh Gurdwara Management Committee (DSGMC) and Shiromani Gurdwara Prabhandhak Committee (SGPC), the Karnataka government has clarified that it has not imposed a ban for sikh community to wear their religious symbol Kirpan.

       The DSGMC General Secretary S. Manjinder Singh Sirsa disclosed that the  Karnataka government had issued  a notification no HD 35 KAA 2017 Dated 28.8.2017  imposing a ban on arms specified in category V of schedule I of the Arms rules 2016 in Bengaluru city.  He said that under the said notification an impression was created that Sikhs have been barred from wearing Kirpan which was their religious symbol.

       He said that now in a clarification letter issued by  Mr. K. Chiranjivi Deputy Secretary Home Department (Law and order) dated 14.9.2017, it has been stated that apprehension expressed that a blanket ban has been imposed on the carrying of the Kirpan in Karnataka  as a symbol  as the religious faith of Sikhs is not correct. In the letter the government has clarified that the said notification issued on 28.8.2017 only bans carrying of sharp edged  and deadly weapons with blades longer than 9" or wider than 2" excluding those designed for domestic, agricultural, scientific or industrial purposes including  weapons called life preservers and machinery for making arms etc. It has been also stated that Kirpan which is not longer than 9" or wider than 2" is not covered under the ban as per Arms rules, 2016.

       Mr. Sirsa said that he was thankful to Government of Karnataka for issuing clarification as his notification has caused a huge resentment among the members of the sikh community. He said that incident of stopping sikh passengers from boarding a flight at the Bengaluru airport had further complicated the matter. He said that now when the government has issued clarification he was hopeful that the same incidents may not occur in future.

       He also thanked all the members of the community as well as media  for expressing their support for this big cause.   PR

DSGMC EXTENDS CAMP ON MINORITY SCHEMES IN GUWAHATI FOR SIKH COMMUNITY

New Delhi, September 13: The Delhi Sikh Gurudwara Management Committee (DSGMC) has decided to extend the two day camp meant for bringing awareness among the Sikh population on schemes being run by the Centre and state governments for welfare of the Minorities in the country.

        In a statement released here today, DSGMC President Mr. Manjit Singh GK and General Secretary Mr. Manjinder Singh Sirsa disclosed that Sikh community in Assam and Meghalaya have given overwhelming response to the two day camp organized by the DSGMC team led by its member Bibi Ranjit Kaur.

        S. Sirsa said that these camps have proved immensely useful for the local sikh population who are happy  and content that DSGMC has organized such camps to get them equipped with the schemes meant for minorities and being run by Central and state governments.

        He further disclosed that on the demands of the local population DSGMC has decided to extend the camp and it will be held on September 15^th from 10.00 to 12.00 at Gurudwara Singh Sri Guru Singh Sabha Gopinath central Guwahati. He urged the   members of the Sikh community to avail this opportunity to get know these schemes which can prove to immensely helpful for them in upbringing their children and for ensuring prosperity and progress in their lives.

        He further said that that centre and state governments have launched a number of schemes for minorities which included Pre Matric (online), Post Matric (online) scheme, Merit Cum Means (online), Paro Pardesh Scheme and Maulana Azad Education Foundation scholarship schemes. He said that there is provision of reimbursement of fees being paid by minorities particularly economic weaker sections. He said that there is also a scheme for education loan on nominal interest rates for those who want to study abroad under the Paro Pardesh Schemes.

                The DSGMC General Secretary also urged the Singh Sabhas formed in different states that they can approach the DSGMC if they want organizing of such camps in their respective areas which can prove to immensely helpful for the Sikh community.   PR

RECONSTRUCT GURDWARA GYAN GODRI SAHIB

SURFACING OF DOCUMENTARY EVIDENCE WILL BOOST CAMPAIGN TO RECONSTRUCT GURDWARA GYAN GODRI SAHIB: MANJINDER SINGH SIRSA

New Delhi, September 14 : The Delhi Sikh Management Gurdwara Committee (DSGMC) General Secretary  S. Manjinder Singh Sirsa today said that surfacing of  government documentary evidence of a Gurdwara being there at Subash Ghat near Har ki Pauri will boost up campaign to reconstruct historic Gurdwara Gyan Godri Sahib.

            S. Sirsa said that as per the media reports it has come to light that in civic body settlement record has shown evidence of a gurdwara in place. He said that the municipal corporation record of 1935 depicts existence of a gurdwara near Har ki Pauri. Documents of the Bharat Scouts and Guides office also relate to a gurdwara at the site. He said that surfacing of this evidence will boost up campaign to re-establish the Gurdwara Sahib and sikh community will be thankful to all for its reconstruction when it is done.

It is worth mentioning here that Delhi Sikh Gurdwara Management Committee President Mr. Manjit Singh GK and the Shiormani Gurdwara  Prabhandhak Committee (SGPC) Chief Prof. Kirpal Singh Badungar had urged the Jathedar Akal Takht Sahib Giani Gurbachan Singh ji in the matter after which a committee was formed by Jathedar Sahib to pursue the matter.

            He said that Sikhs have been demanding handing over this piece of land as Guru Nanak Dev jia had visited Har Ki Pauri where he meditated and gave sermons in 1504-05. He said that it is  a matter of religious and spiritual attachment for the sikh community. He said that a Gurdwara had existed here in the name of Guru Nanak Dev ji and this piece of land was acquired by the then UP government but never returned to sikh community.

            S. Sirsa further said that it was a matter of great pride for the nation as establishment of Gurdwara where Guru Nanak Dev Ji had meditated proved secular credentials of the country as it is known for  its secularism throughout the world. He said that though a country of different religions and castes this nation has always respected faith of  others. He said that places of Guru Nanak Dev Ji and other sikh Guru Sahiban as well as of other religions are given great respect by all the Indians making it a unique society in the world.  PR

DESIRE OF SUKHBIR BADAL TURNED INTO A CAMPAIGN TO GET ANAND MARRIAGE ACT IMPLEMENTED IN ALL STATES: SIRSA

New Delhi, September 12: The Delhi Sikh Gurudwara Management Committee (DSGMC) General Secretary S. Manjinder Singh Sirsa has said that it was desire of the Shiromani Akali Dal President S. Sukhbir Singh Badal which turned into a campaign to get the Anand Marriage Act implemented in all the states of the country.

            In a statement released here today, S. Sirsa said that when the Parliament had passed the Bill on Anand Marriage Act, it was the vision of S. Badal which has turned into a full-fledged campaign and the SAD has succeeded in getting this act implemented in four states, while Delhi, Bihar, UP and Uttrakhand are completing the process to implement the Act and moves are on to get it implemented in all remaining states.

            S. Sirsa said that with the blessings of Almighty and good wishes of S.  Badal, this Act will be implemented throughout India in near future.

            Meanwhile Meghalaya Chief Minister Mr. Mukul Sangma has thanked S. Sirsa and said that this was a much needed step. He tweeted this message to S. Sirsa.

            In another development Sikh Pratinidhi Board Eastern Zone based at Dhubri Sahib Assam and City Gurudwara Management Committee Shillong Meghalaya have also thanked S. Sirsa for implementation of this Act in Meghalaya. In different letters to S. Sirsa S. Kulwant Singh General Secretary Sikh Pratinidhi Board Eastern Zone and Gurjeet Singh General Secretary City Gurudwara Management Committee thanked him for the initiative of getting this act implemented in their state. They said that this will go a long way in helping the members of the sikh community for getting their marriages registered under the Act. SIKH COMMUNITY SHOCKED AT DECISION OF KIRPAN BAN IN KARNATAKA

New Delhi, September 12: The Delhi Sikh Gurudwara Management Committee (DSGMC) General Secretary S. Manjinder Singh Sirsa today sought immediate intervention by the Union Home Minister Mr. Rajnath Singh in the matter of banning of carrying Kirpan by Karnataka government.

            In a letter written to Home Minister, S. Sirsa said that it has been reported in media that Government of Karnataka has issued an order banning acquisition, possession and carrying of arms without license, specified in category V of the schedule I of the Arms Rules of 2016, in public places under the jurisdiction of Bengaluru city. The banning weapons list includes Kirpan which is religious symbol of the Sikhism and it is inseparable article of faith for the Amritdhari Sikhs and must wear it all the time as per Sikh code of conduct.

            He further said that as per the Constitution of India under the Article 25, Sikhs have been granted exemption to carry kirpan (article of Sikh faith) under freedom of practice of religion. the same article also guarantees the right of members of the Sikh faith to bear a 'KIRPAN AND RELIGIONS REQUIRE NO REGISTRATION'.  It is against the Right to Freedom of Practice of Religion as given in charter of rights contained in Part III of Constitution of India vide Article 25 to 28.

             S. Sirsa said that this decision has come as a shock to the community that Kirpan can be banned in their motherland.  This is a very serious matter and which needs to be addressed immediately by central Govt considering the sentiments of Sikhs.

            Seeking his intervention in matter, he requested him to immediately  intervene in this matter immediately to get the Sikhs exempted against banning of carrying Kirpan in Bengaluru city and issue necessary orders to Bengaluru airport authorities to allow Sikh passengers to board and travel on the plane along with kirpan as a religious symbol as permitted under Civil Aviation Rules.

            S. Sirsa also brought to the notice of Home Minister that in an earlier incident, at the Bengaluru airport, Sikh passengers were forcefully deboarded from the flight and refused to board the flight due to wearing Kirpan as article of faith. Despite knowing the fact Sikh passengers and traveling in domestic flight in India are allowed to carry the kirpan with size 6 inch blade and 3 inch handle on board under Civil Aviation Rules, Govt. of India.

MEGHALAYA BECOMES FOURTH STATE TO IMPLEMENT ANAND MARRIAGE ACT, BIHAR GOVERNMENT WILL ALSO IMPLEMENT ACT SOON:  MANJINDER SINGH SIRSA

        New Delhi, September 8:   Meghalaya has  become fourth state of the country to implement Anand Marriage Act in the state  and Bihar was completing the process to implement this act in the state.

     Disclosing this is a statement here today, the Delhi Sikh Gurudwara Management Committee (DSGMC) General Secretary Mr. Manjinder Singh Sirsa said he had taken up the issue of implementation of the act with the Meghalaya government and was thankful to the state Chief Minister Mr. Mukul Sangma for implementing this act.

He said that its implementation will enable the Sikhs residing in the state to get their marriages registered under the Anand Marriage Act. He said that the sikh community was facing huge problem without is implementation and persons travelling abroad  had to face big embarrassment as  being a sikh their marriages were not registered under the act.

Mr. Sirsa also thanked Bihar Chief Minister Mr. Nitish Kumar who has taken keen interest in implementing the act in his state and asked him to provide detail rules framed by different government for its implementation. He said that he has provided a copy of these rules to the Bihar government and was hopeful that this act will be implemented in the state soon.

         S. Sirsa said that he was thankful to almighty who has given him strength to serve the community and was personally thankful to the Shiromani Akali Dal National President S. Sukhbir Singh Badal who had deputed him to get this act implemented in all the states. He said that he was hopeful that now when a campaign has started it will be implemented in all the states soon.
